if you mean by 720p is HD then the answer is no
when packaging PV and concert footage, usually JE release dvd, not BR, so the finest quality should be DVD ISO
even there were times when JE's artists pv played in HDTV, but from what I heard and saw, the only HD thing are only the title of the song and the artist, the video itself is the stretched standard quality
